i. An overview of Accumulation Zone

Following the large-scaled development and construction of Bohai-rim Economic Circle and Caofeidian Industrial Zone, Bohai sea surrounding area is being became the third growth pole after the Yangtze River delta and Pearl River delta. The wholly implementing of coastal development strategy for Hebei Province and Tangshan City has promote the plan and construction of the zone to be one of key fulcrums of costal economic development. In Dec. 2008, Laoting County Adjoining-harbor Industrial Accumulation Zone has been approved by Hebei provincial government as the first batch of provincial industrial accumulation zone and circular economic demonstration zone, planning area is 120 square kilometers; In Sept. 2009, The EIS of Overall Planning for Laoting County Adjoining-harbor Industrial Accumulation Zone has been approved by Hebei Environment Protection Department, and the environmental capacity index required by projects’ construction is gotten,  which has paved the way for zone construction; In Dec. 2009, Overall Planning for Laoting County Adjoining-harbor Industrial Accumulation Zone has been finished to compile, which laid a foundation for the overall construction and scientific development of the zone. 

According to principles of fore-beginning of infrastructure, planning with high starting point and construction with high standards, Laoting Adjoining-harbor Industrial Accumulation Zone has amounted to finish investing more than 2 billion yuan, such matching constructions of infrastructure as water, electricity, traffic, communication have been implemented one after another, therefore the development conditions in the zone have been optimized wholly, bearing capacity of projects and influence have been increased prominently. At present, there are 35 scaled projects settled down the zone involving total investment of 150billion yuan approximately.
